Isaiah 54 described the covenant of peace that God had established through the sacrificial offering of his servant, Jesus. Through Jesus we can have peace with God and be accounted as righteous. So now an exclamation is given so that people will pay attention to the speaker. “Ho!” or “Pay attention!” Everyone who thirsts needs to listen to the offer that is being made. There is water that is available. “Come to the waters” highlights the existence of the need and the ample provision available. Before we can move forward we must recognize that all of us are thirsty.
